Creating a new Playlist and playing it using VLC

Hello Everybody.

I am a beginner and need some help with a problem.

I want to get a list of files from a listbox and then add them to a new playlist. And then play that playlist using VLC. I am able to do that in Mac but cant figure out a way to do the same thing in Windows.
I am using /Application...... /VLC in Mac.

Can anybody please provide me some info about this problem or a little tutorial? Outline or psedu code will work as well.

Any help would be appreciated.
