"question mark" instead hebrew letters

I have the newest version of Vlc, i tried to watch a movie but instead hebrew letters i got question mark.
I changed the codec to windows and to iso and nothing work.
I searched the web for solution and I couldn't find.
Somebody have an idea how to solve this ?

Either you have selected the wrong character encoding, or your system does not support the one selected.

its neither of them..
i have put the heb sub (the text) in an eng sub file and it worked..!
