Track synchronization

I'm using VLC 2.0.1. Under the tools menu, there is a track Synchronization selection. Clicking on it brings up an adjustments and effects dialog box. How do I use it to change the synchronization between the audio and video tracks of a mpg file? If I change something in this box does it affect only the file I'm playing or does it change the settings for every file I might play?

It should only be for that file. And it doesn't alter the file itself, it just adjusts the offset.
