Indeed, the app is available for previous users only at this point. It will be available to new users once VLC 2.2 for desktops is out.

To users who had it previously installed:

Open up the app store, select "purchased", select "not on this phone" and scroll down until you see VLC. I was able to get it that way.

If i tried just searching for it in app store, it wouldnt appear.

I mean, come on. Its been five months, and you've been saying , 'oh its going to be back on the app store soon', and then when its approved you say its not available to new users until a new desktop version comes out?

What possible reason can there be to justify that? No wonder people are driven to get the alternative versions on the app store.
