Scale > 0,5 gives bad picture

Hello!

I'm streaming to internett with following settings:

Output method: mmsh
Encap: ASF
Codec: WMV2

Video Bitrate 8000kbs (i have 10 mbit out)

When selecting scale of 0,5 the picture doesnt have any issues in fast movement.
When selecting scale of 0,75 or higher, the picture lags when fast movements in the video.....

Why is this a problem? Is it the PC ?
