After i've seen some friends who seeking for as answer about this topic (including me),
Here is a simple sample written in C#:

Few remarks:
1. The program activates VLC.exe with RC interface as a seperate process and communicates with it through TCP client.
2. As far as i know, the only way you can change text on the fly is through RC interface (except media_control).
3. You can easily add this code to your own .NET program that use any kind of VLC's .NET binding and use VLC not
as a seperate process.
4. Regular commands such as 'Play' and 'Stop' can achieved in regular way, but here they are acting as an example
for using RC interface.
5. The program assumes that VLC is installed at "C:\Program Files\VideoLAN\VLC".
