streams h264 using h264 rtp payload not mpeg2 ts

my job is streaming h264 using rtp.

vlc works when streams h264 using mpeg 2 ts.

but i think there is a some overhead.

so i want to streams h264 using rtp payload(rfc3984) not mpeg2ts.

is there a solution?
