AFAIK UDP doesn't have adjustable TTL option in VLC. If you setup VLM, then you can use --ttl= option.

I believe that I have stumbled across the proper syntax for this issue at the gui level.
In the Options tab of the Stream Output dialogue box where the ttl appears to be configurable in the Miscellaneous Options window is another window with a Generated stream output string that must be manually edited (because the ttl option must be broken here ... ;o)

my gererated string read
:sout=#duplicate{dst=std{access=udp,mux=ts,dst=224.77.77.77:1234},dst=display}

by adding {ttl=10} just after access=udp corrected my issue of the steam not traversing off the local network
:sout=#duplicate{dst=std{access=udp{ttl=5},mux=ts,dst=224.77.77.77:1234},dst=display}

I hope this helps
