Preferences do not save

I am running windows7 64 and I just completely uninstalled and reinstalled a the newest version of VLC player, removing all preferences each time. Whenever I go into the playlist preferences and select "repeat current item" and save, next time I run VLC the setting is unchecked again. This is the case even if I save the setting in administrator mode. This is also the case with "repeat playlist." How can I fix this? I've searched the topic and nothing I've found has resolved the issue yet. Using the reset shortcut doesn't fix it.

Use the interface to save it (next to the shuffle button).
